I witnessed this in my public school teaching position---and now I have a name for it. Ever more (stupid) tasks required by admin, tasks which did not actually increase learning.
I was a school govenor over 30 years ago and even then the teachers had to spend far too much time writing up school policies and other admin tasks which restricted their ability to actually teach the kids. As far as I can see the vast majority of office workers spend virtually all of their time doing task which achieve absolutely nothing other than feed a big beaurocratic machine where the operators themselves are gradualy being turned into automatons.

Everyone knows that’s just theater. They will funnel the money via subcontracts and other sleight of hand whose primary purpose is to defraud the taxpayer.

If you are on Medicaid, you are covered and if you don’t have insurance — through this Bridge Access program — you are covered,” Becerra said, according to The Hill.
She said that one reimbursement rate she has been told of is that the health department in question will be paid $65 for every vaccine that it buys at a cost of $120 per dose.
“This is a billion-plus dollar program. As I said, you don’t have to pay out of pocket for your vaccine but it is not … it’s not cost-free. There are costs to making a vaccine available,” he said.
