From what I understand (and I may be wrong), each vehicle doesn't have to meet the standards, but the company has to meet the standards across all production. This is why they make cars that they know won't sell and they won't make money on. It offsets the trucks they sell for lots of profit. They also use carbon credits to game the system. Although, I'm sure the company would say they were doing it for the environment.

Natural resources are the source of all wealth. C02 , although naturally present in the atmosphere, is useless, unless some value is artificially attributed to it.
